Burnside, against presidential advice, launched an offensive across the Rappahannock River and was defeated by Lee at Fredericksburg in December. Desertions during 1863 came in the thousands and only increased after Fredericksburg, so Lincoln replaced Burnside with Joseph Hooker.
Sinatra did not serve in the military during World War II. On December 11, 1943, he was officially classified 4-F ("Registrant not acceptable for military service") by his draft board because of a perforated eardrum. However, U.S. Army files reported that Sinatra was "not acceptable material from a psychiatric viewpoint", but his emotional instability was hidden to avoid "undue unpleasantness for both the selectee and the induction service".
On December 11, 1998, the House Judiciary Committee voted on whether to present the three articles of impeachment to the full House of Representatives. On the first and second articles of impeachment, grand jury perjury and obstruction of justice, the Committee voted 21-to-17 to impeach, strictly on party lines; on the third article of impeachment, perjury, the Committee voted 20-to-18 to impeach, with Republican Lindsey Graham joining Democratic Committee Members in order to give President Clinton "the legal benefit of the doubt".
