Afghanistan Monday Feb 23, 1998 On February 23, 1998, al-Zawahiri issued a joint fatwa with Osama bin Laden under the title "World Islamic Front Against Jews and Crusaders". Zawahiri, not bin Laden, is thought to have been the actual author of the fatwa.
