Details: Before retiring in 2015, after 28 years of service, Billington had come "under pressure" as librarian of Congress. This followed a Government Accountability Office report which revealed a "work environment lacking central oversight" and faulted Billington for "ignoring repeated calls to hire a chief information officer, as required by law".
