On 29 October [O.S. 16 October], the Russian army opened fire in a meeting on a street market in Tallinn in which about 8 000-10 000 people participated, killing 94 and injuring over 200. The October Manifesto was supported in Estonia and the Estonian flag was displayed publicly for the first time.

    On 29 October, Yan Xishan of the New Army led an uprising in Taiyuan, the capital city of the province of Shanxi, along with Yao Yijie, Huang Guoliang, Wen Shouquan, Li Chenglin, Zhang Shuzhi and Qiao Xi. The Xinhai rebels in Taiyuan bombarded the streets where banner people resided and killed all the Manchu. They managed to kill the Qing Governor of Shanxi, Lu Zhongqi. They then announced the establishment of Shanxi Military Government with Yan Xishan as the military governor. Yan Xishan would later become one of the warlords that plagued China during what was known as "the warlord era".

    In October 1946, Luciano secretly moved to Havana, Cuba. Luciano first took a freighter from Naples to Caracas, Venezuela, then flew to Rio de Janeiro, Brazil. He then flew to Mexico City and doubled back to Caracas, where he took a private plane to Camaguey, Cuba, finally arriving on October 29. Luciano was then driven to Havana, where he moved into an estate in the Miramar section of the city. His objective was to be closer to the US so that he could resume control over American Mafia operations and eventually return home.

    Croatian forces made further advances in the second half of December, including Operation Orkan 91 which was a military offensive undertaken by the Croatian Army (Hrvatska vojska – HV) against the Yugoslav People's Army (Jugoslovenska Narodna Armija – JNA) and SAO Western Slavonia Territorial Defense Forces in the Sava River valley, in the region of Western Slavonia during the Croatian War of Independence. The operation began on 29 October 1991 and ended on 3 January 1992 when a nationwide ceasefire was signed to implement the Vance plan. The offensive was aimed at recapturing the region, in conjunction with two other HV offensives launched against SAO Western Slavonia in the north of the region within days.
