On November 1, 1954, an Italian judicial commission in Naples applied strict limits on Luciano for two years. He was required to report to the police every Sunday, to stay home every night, and to not leave Naples without police permission. The commission cited Luciano's alleged involvement in the narcotics trade as the reason for these restrictions.

In the early morning hours of November 1, 1954, FLN (the National Liberation Front) maquisards (guerrillas) attacked military and civilian targets throughout Algeria in what became known as the Toussaint Rouge (Red All-Saints' Day).

Effectively started by members of the National Liberation Front (FLN) on November 1, 1954, during the Toussaint Rouge ("Red All Saints' Day"), the conflict led to serious political crises in France, causing the fall of the Fourth French Republic (1946–58) replaced by the Fifth Republic with a strengthened Presidency.
