On 18 February 1861, Victor Emmanuel assembled the deputies of the first Italian Parliament in Turin.

The Battle of Paardeberg or Perdeberg ("Horse Mountain") was a major battle during the Second Anglo-Boer War. It was fought near Paardeberg Drift on the banks of the Modder River in the Orange Free State near Kimberley. Lord Methuen advanced up the railway line in November 1899 with the objective of relieving the besieged city of Kimberley (and the town of Mafeking, also under siege). Battles were fought on this front at Graspan, Belmont, Modder River before the advance was halted for two months after the British defeat at the Battle of Magersfontein. In February 1900, Field Marshal Lord Roberts assumed personal command of a significantly reinforced British offensive.

On 18 February [O.S. 5 February] 1905, Tsar published the Bulygin Rescript, which promised the formation of a consultative assembly, religious tolerance, freedom of speech (in the form of language rights for the Polish minority) and a reduction in the peasants' redemption payments.

Tsar dismissed the Minister of the Interior, Pyotr Sviatopolk-Mirskii, on 18 February [O.S. 5 February] 1905.

Tsar Nicholas II agreed on 18 February [O.S. 5 February] to the creation of a State Duma of the Russian Empire but with consultative powers only. When its slight powers and limits on the electorate were revealed, unrest redoubled.

On 18 February 1922, Ernie O'Malley's IRA unit raided the RIC barracks at Clonmel, taking 40 policemen prisoner and seizing over 600 weapons and thousands of rounds of ammunition.

After five months of fighting, Japan established the puppet state of Manchukuo in 1932, and installed the last Emperor of China, Puyi, as its puppet ruler. Militarily too weak to challenge Japan directly, China appealed to the League of Nations for help. The League's investigation led to the publication of the Lytton Report, condemning Japan for its incursion into Manchuria, causing Japan to withdraw from the League of Nations. No country took action against Japan beyond tepid censure.

With Japanese casualties and costs mounting, the Imperial General Headquarters attempted to break Chinese resistance by ordering the air branches of their navy and army to launch the war's first massive air raids on civilian targets. Japanese raiders hit the Kuomintang's newly established provisional capital of Chongqing and most other major cities in unoccupied China, leaving millions dead, injured, and homeless.

Goebbels's next speech, the Sportpalast speech of 18 February 1943, was a passionate demand for his audience to commit to total war, which he presented as the only way to stop the Bolshevik onslaught and save the German people from destruction. The speech also had a strong antisemitic element and hinted at the extermination of the Jewish people that was already underway.

Gary Leon Ridgway was born on February 18, 1949, in Salt Lake City, Utah, the second of Mary and Thomas Ridgway's three sons.

Despite the fear of a coupe, Castro garnered support in New York City. In on February 18, 1961, 400 people—mainly Cubans, Puerto Ricans, and college students—picketed in the rain outside of the United Nations rallying for Castro's anti-colonial values and his effort to reduce the United States' power over Cuba. The protesters held up signs that read, "Mr. Kennedy, Cuba is Not For Sale.", "Viva Fidel Castro!" and "Down With Yankee Imperialism!". Around 200 policemen were on the scene, but the protesters continued to chant slogans and throw pennies in support of Fidel Castro's socialist movement. Some Americans disagreed with President Kennedy's choice to ban trade with Cuba, and outwardly supported his nationalist revolutionary tactics.

In a seminal meeting on 18 February 1968 at a desert highland on the border between Dubai and Abu Dhabi, Sheikh Zayed and Sheikh Rashid bin Saeed Al Maktoum of Dubai shook hands on the principle of founding a Federation and attempting to invite other trucial rulers to join in order that a viable nation be formed in the wake of the British withdrawal.

On February 18, 1971, the non-profit corporation was formed, and the number of board members was reduced to twenty-five.

On February 18, 1993, Croatian authorities signed the Daruvar Agreement with local Serb leaders in Western Slavonia. The aim of the secret agreement was normalizing life for local populations near the frontline. However, authorities in Knin learned of this and arrested the Serb leaders responsible.

On 18 February 2000, a Russian army transport helicopter was shot down in the south, killing 15 men aboard, Russian Interior Minister Vladimir Rushailo announced in a rare admission by Moscow of losses in the war.
