    Work on the foundations started on 28 January 1887. Those for the east and south legs were straightforward, with each leg resting on four 2 m (6.6 ft) concrete slabs, one for each of the principal girders of each leg. The west and north legs, being closer to the river Seine, were more complicated: each slab needed two piles installed by using compressed-air caissons 15 m (49 ft) long and 6 m (20 ft) in diameter driven to a depth of 22 m (72 ft) to support the concrete slabs, which were 6 m (20 ft) thick. Each of these slabs supported a block of limestone with an inclined top to bear a supporting shoe for the ironwork.

    Woodson became affiliated with the Washington, D.C. branch of the NAACP, and its chairman Archibald Grimké. On January 28, 1915, Woodson wrote a letter to Grimké expressing his dissatisfaction with activities and making two proposals: -That the branch secure an office for a center to which persons may report whatever concerns the black race may have, and from which the Association may extend its operations into every part of the city; and -That a canvasser be appointed to enlist members and obtain subscriptions for The Crisis, the NAACP magazine edited by W. E. B. Du Bois. Du Bois added the proposal to divert "patronage from business establishments which do not treat races alike," that is, boycott businesses. Woodson wrote that he would cooperate as one of the twenty-five effective canvassers, adding that he would pay the office rent for one month. Grimké did not welcome Woodson's ideas.

This resulted in the demilitarisation of Shanghai, which forbade the Chinese from deploying troops in their own city. In Manchukuo there was an ongoing campaign to defeat the Anti-Japanese Volunteer Armies that arose from widespread outrage over the policy of non-resistance to Japan.

It turned into the Battle of Greece when British and German ground forces intervened early in 1941.

    In late January the FLN called an 8-day general strike across Algeria commencing on Monday 28 January. The strike appeared to be a success with most Muslim shops remaining shuttered, workers failed to turn up and children didn't attend school. However Massu soon deployed his troops and used armored cars to pull the steel shutters off shops while army trucks rounded up workers and schoolchildren and forced them to attend their jobs and studies. Within a few days the strike had been broken.

    On 28 January 1961, President Kennedy was briefed, together with all the major departments, on the latest plan (code-named Operation Pluto).That scheme was subsequently rejected by the State Department because the airfield there was not large enough for B-26 bombers and, since B-26s were to play a prominent role in the invasion, this would destroy the façade that the invasion was just an uprising with no American involvement. Secretary of State Dean Rusk raised some eyebrows by contemplating airdropping a bulldozer to extend the airfield. Kennedy rejected Trinidad, preferring a more low-key locale.
