In December 1990, Iraq made a proposal to withdraw from Kuwait provided that foreign troops left the region and that an agreement was reached regarding the Palestinian problem and the dismantlement of both Israel's and Iraq's weapons of mass destruction. The White House rejected the proposal.
In the German federal election of 1990, the first to be held following reunification, Merkel successfully stood for election to the Bundestag in the parliamentary constituency of Stralsund – Nordvorpommern – Rügen in north Mecklenburg-Vorpommern. She has won re-election from this constituency at the seven federal elections held since then.Almost immediately following her entry into parliament, Merkel was appointed by Chancellor Helmut Kohl to serve as Minister for Women and Youth in the federal cabinet.
The M-19 and several smaller guerrilla groups were successfully incorporated into a peace process as the 1980s ended and the '90s began, which culminated in the elections for a Constituent Assembly of Colombia that would write a new constitution, which took effect in 1991.
On 21 December 1990, the SAO Krajina (Serbian Autonomous Oblast of Krajina) was proclaimed by the municipalities of the regions of Northern Dalmatia and Lika, in south-western Croatia. Article 1 of the Statute of the SAO Krajina defined the SAO Krajina as "a form of territorial autonomy within the Republic of Croatia" in which the Constitution of the Republic of Croatia, state laws, and the Statute of the SAO Krajina were applied.
