The first military effort coordinated between the HVO and the ARBiH following the Washington Agreement was the advance towards Kupres, which was retaken from the VRS on 3 November 1994.

The 1994 Texas gubernatorial election was held on November 8, 1994 to elect the Governor of Texas. Incumbent Democratic Governor Ann Richards was defeated in her bid for re-election by Republican nominee George W. Bush, the son of former President George H. W. Bush.

SMC is a tertiary hospital manned by approximately 7,400 staff including over 1,200 doctors and 2,300 nurses. Since its foundation, the Samsung Medical Center has successfully incorporated and developed an advanced model with the motto of becoming a "patient-centered hospital", a new concept in Korea.

On 12–13 November, the US unilaterally lifted the arms embargo against the government of Bosnia.

The Charkhi Dadri mid-air collision took place between Saudia Flight 763 and Kazakhstan Airlines Flight 1907 over Charkhi Dadri, India on November 12, 1996. The collision was mainly the result of the Kazakh pilot flying lower than the assigned clearance altitude. All 349 passengers and crew on board of both the aircraft died. It remains the world's deadliest mid-air collision.

In 1994, she was promoted to the position of Minister for the Environment and Nuclear Safety, which gave her greater political visibility and a platform on which to build her personal political career. On November 23, after a NATO reconnaissance plane was illuminated by the radar of a surface-to-air missile (SAM) system, NATO planes attacked a SAM site near Dvor with AGM-88 HARM anti-radiation missiles.

On November 25, 1994, Morita stepped down as Sony chairman after suffering a cerebral hemorrhage while playing tennis. He was succeeded by Norio Ohga, who had joined the company in the 1950s after sending Morita a letter denouncing the poor quality of the company's tape recorders.

The opposition forces, who were joined by Russian troops, launched a clandestine but badly organized a second larger attack on 26–27 November 1994.

On 29 November, the HV and the HVO initiated Operation Winter 94 in southwestern Bosnia. After a month of fighting, Croat forces had taken around 200 square kilometres (77 square miles) of VRS-held territory and directly threatened the main supply route between Republika Srpska and Knin, the capital of Republic of Serbian Krajina. The primary objective of relieving pressure on the Bihać pocket was not achieved, although the ARBiH repelled VRS attacks on the enclave.

From November 29 – December 24 in the Winter '94 operation near Dinara and Livno. These operations were undertaken to detract from the siege of the Bihać region and to approach the RSK capital of Knin from the north, isolating it on three sides.

On 29 November, President Boris Yeltsin issued an ultimatum to all warring factions in Chechnya ordering them to disarm and surrender. When the government in Grozny refused, Yeltsin ordered the Russian army to "restore constitutional order" by force.
