Finally, on October 1, 2016 ICANN ended its contract with the United States Department of Commerce National Telecommunications and Information Administration (NTIA), allowing oversight to pass to the global Internet community.
On 9 October 2016, unidentified insurgents attacked three Burmese border posts along Myanmar's border with Bangladesh, starting a new armed conflict in northern Rakhine State. According to government officials in the border town of Maungdaw, the attackers looted several dozen firearms and ammunition from the border posts, and brandished knives and homemade slingshots that fired metal bolts. The attacks left nine border officers and "several insurgents" dead.
The second presidential debate was held at Washington University in Saint Louis, Missouri. The beginning of that debate was dominated by references to a recently leaked tape of Trump making sexually explicit comments, which Trump countered by referring to alleged sexual misconduct on the part of Bill Clinton. Prior to the debate, Trump had invited four women who had accused Bill Clinton of impropriety to a press conference.
11 October 2016, four Tatmadaw soldiers were killed on the third day of fighting. A newly emerged insurgent group, the Arakan Rohingya Salvation Army (ARSA), claimed responsibility a week later.
However, in early September 2016, Samsung suspended sales of the phone and announced an informal recall. This occurred after some units of the phones had batteries with a defect that caused them to produce excessive heat, leading to fires and explosions. Samsung replaced the recalled units of the phones with a new version; however, it was later discovered that the new version of the Galaxy Note 7 also had the battery defect. Samsung recalled all Galaxy Note7 smartphones worldwide on 10 October 2016, and permanently ended production of the phone the following day.
On 12 October 2016 the inaugural meeting of the Legislative Council, two Youngspiration legislators Baggio Leung and Yau Wai-ching took the oaths of office as an opportunity to make pro-independence statements. The two claimed that "As a member of the Legislative Council, I shall pay earnest efforts in keeping guard over the interests of the Hong Kong nation," displayed a "Hong Kong is not China" banner, inserted their own words into the oaths and mispronounced "People's Republic of China" as "people's re-fucking of Chee-na".
The final presidential debate was held on October 19 at the University of Nevada, Las Vegas. Trump's refusal to say whether he would accept the result of the election, regardless of the outcome, drew particular attention, with some saying it undermined democracy.
On 20 October 2016, Nintendo released a preview trailer about the NX, revealing the official name to be the Nintendo Switch. According to Fils-Aimé, the console gave game developers new abilities to bring their creative concepts to life by opening up the concept of gaming without limits
