Details: Rwigyema's deputy, Paul Kagame, took command of the RPF forces, organizing a tactical retreat through Uganda to the Virunga Mountains, a rugged area of northern Rwanda. From there, he rearmed and reorganised the army, and carried out fundraising and recruitment from the Tutsi diaspora. Kagame restarted the war in January 1991, with a surprise attack on the northern town of Ruhengeri.
