With Muhammad Ali's intentions clear, the European powers, particularly Russia, attempted to moderate the situation and prevent conflict. Within the Empire, however, both sides were gearing for war. Ibrahim already had a sizable force in Syria. ' In Constantinople, the Ottoman commander, Hafiz Pasha, assured the Sultan that he could defeat the Egyptian army.
