    The years 1904 and 1907 saw a decline of mass movements, strikes and protests, and a rise of political terrorism. Combat groups such as the SR Combat Organization carried out many assassinations targeting civil servants and police, and robberies. Between 1906 and 1909, revolutionaries killed 7,293 people, of whom 2,640 were officials, and wounded 8,061.

Despite professing the anti-Qing cause, the Guangfuhui was highly critical of Sun Yat-sen. One of the most famous female revolutionaries was Qiu Jin, who fought for women's rights and was also from Guangfuhui.

    In 1904 the Wrights built the Flyer II. They decided to avoid the expense of travel and bringing supplies to the Outer Banks and set up an airfield at Huffman Prairie, a cow pasture eight miles (13 km) northeast of Dayton. They received permission to use the field rent-free from owner and bank president Torrance Huffman. They invited reporters to their first flight attempt of the year on May 23, on the condition that no photographs be taken.

    At Huffman Prairie, lighter winds made takeoffs harder, and they had to use a longer starting rail than the 60-foot (18 m) rail used at Kitty Hawk. The first flights in 1904 revealed problems with longitudinal stability, solved by adding ballast and lengthening the supports for the elevator. During the spring and summer they suffered many hard landings, often damaging the aircraft and causing minor injuries. On August 13, making an unassisted takeoff, Wilbur finally exceeded their best Kitty Hawk effort with a flight of 1,300 feet (400 m). Then they decided to use a weight-powered catapult to make takeoffs easier and tried it for the first time on September 7.

    On 13 December 1904, Hungarian Sándor Just and Croatian Franjo Hanaman were granted a Hungarian patent (No. 34541) for a tungsten filament lamp that lasted longer and gave brighter light than the carbon filament. Tungsten filament lamps were first marketed by the Hungarian company Tungsram in 1904. This type is often called Tungsram-bulbs in many European countries. Filling a bulb with an inert gas such as argon or nitrogen slows down the evaporation of the tungsten filament compared to operating it in a vacuum. This allows for greater temperatures and therefore greater efficacy with less reduction in filament life.

On 25 December [O.S. 12 December] 1904, the Tsar issued a manifesto promising the broadening of the Zemstvo and more authority local municipal councils, insurance for industrial workers, the emancipation of Inorodtsy and the abolition of censorship. The crucial demand of representative national legislature was missing in the manifesto.
